The Company

Penguin Recruitment is delighted to be supporting a Housebuilder who are looking for an experienced individual who has worked for a housebuilder, planning consultancy or strategic land promoter. The candidate will need to be MRTPI qualified or close to achieving.

The main role is reporting to and working with the Head of Land and Planning, you will be responsible for appraising potential development land and giving an opinion on the suitability for residential development. The necessary technical knowledge to critically appraise residential feasibility layouts will be required.

In addition to this, you will be responsible for maintaining an in-depth understanding of the Five-Year Housing Land Supply Position of key Local Planning Authorities. This information will be summarized to the Head of land and Planning, to identify areas to target new land acquisition opportunities. If appropriate, recommendations will be made where opportunities arise within the company's portfolio for a suitable planning application challenging an authority's supply. You will have to monitor and report on emerging changes to national & local planning policy with implications for residential development and maintain an up to date working knowledge of a Local Authorities Local Plan time frame and Local Development Scheme status.

The ideal candidate will have experience of promoting strategic land through the Local Plan process, and preparing appropriately structured representations. Experience of preparing, submitting, managing planning applications and managing appeals is essential. This requires a good understanding of planning policy requirements and the financial implications of specific policies such as affordable housing, s106 contributions and CIL.

Key responsibilities

Strategy:

* Identifying Local Planning Authorities where land opportunities should be sought

* Review and update the strategic land pipeline database.

* Promote identified sites through the Local Plan process

* Lead external consultant teams to prioritise and promote sites

* Agree and monitor budgets for site promotion

* Prepare, submit, and manage planning applications

* Prepare, submit, and manage amendments to planning applications

* Prepare, submit, and manage planning appeal.

* Establish and maintain relationship with relevant LPA's

* Review, and provide appropriate commentary, on relevant sub contracted reports

Reporting:

* Prepare appropriate updates regarding site promotion and budgets.

* Advise on issues affecting site promotion.

* Report to company selected Land Agents specified search areas for new land opportunities.

General:

* Strictly office-based role at our office in Reigate, Surrey.

* Commute time to the office within 1 hour.

* Support with Development Management tasks as required.

* Attend relevant local engagement meetings, i.e. Parish Council meetings as needed in support of relevant land parcels.

* There is the opportunity for the right candidate to develop their role through close working with other staff to expand their involvement in the land acquisition process.

* All applicants should have a current full UK driving license.
